The 576 abstracted references on nuclear facility decommissioning, uranium mill tailings management, and site remedial actions constitute the tenth in a series of reports prepared annually for the U.S. Department of Energy's Remedial Action Programs. Citations to foreign and domestic literature of all types—technical reports, progress reports, journal articles, symposia proceedings, theses, books, patents, legislation, and research project descriptions—have been included. The bibliography contains scientific, technical, economic, regulatory, and legal information pertinent to the U.S. Department of Energy's Remedial Action Programs. Major sections are (1) Surplus Facilities Management Program, (2) Nuclear Facilities...
This paper estimates the extra costs of drilling for oil and gas on federal land as compared to private land in the Wyoming Checkerboard. The Checkerboard is a center of U.S. oil and gas activity in which square-mile sections of property alternate between federal and private ownership as originally established by the Pacific Railway Acts of 1862 and 1864. This land ownership pattern is used as an experimental control that may be used to identify differences in drilling cost on federal and private land. Estimates presented suggest that average drilling costs per well are about $200,000 higher on federal property than on private property. This difference is attributed to more stringent enforcement of environmental...

This U.S. Geological Survey (USGS) data release provides whole rock major, minor, and trace element geochemical data from the fluorine-rich Mount Emmons-Redwell porphyry molybdenum (Climax-type) deposit (Mt. Emmons-Redwell deposit), located approximately 5.6 km (3.5 mi) northwest of Crested Butte, Colorado. The Mt. Emmons-Redwell deposit partly underlies Redwell Basin on the northwest flank of Mount Emmons in the west-central region of the Colorado Mineral Belt. Mineralization of the Mt. Emmons-Redwell deposit occurs at depth as vein, veinlet, stockwork, and fracture-hosted Climax-type mineralization [308 Mt at 0.32% Mo (Galey, 1978; Guarnera and Anderson, 2007)], and is associated with the Mt. Emmons igneous complex....

The article discusses a report published by the U.S. Dept. of Energy (DOE) that examined the technical feasibility of using wind energy for electricity generation. The report assessed the costs, impacts and challenges associated with the production of 20% wind energy by 2030. Results have shown that there is a need for an enhanced transmission infrastructure and an increase in turbine installations to achieve 20% wind energy.
Natural gas plays a key role in our nation’s clean energy future. Recent advances in drilling technologies—including horizontal drilling and hydraulic fracturing—have made vast reserves of natural gas economically recoverable in the US. Responsible development of America’s oil and gas resources offers important economic, energy security, and environmental benefits. Hydraulic fracturing is a well stimulation technique used to maximize production of oil and natural gas in unconventional reservoirs, such as shale, coalbeds, and tight sands. During hydraulic fracturing, specially engineered fluids containing chemical additives and proppant are pumped under high pressure into the well to create and hold open fractures...
In February 1983, the U.S. Department of Energy (DOE) identified the Yucca Mountain site in Nevada as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Great Basin, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Yucca Mountain site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE'S General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After...
State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit. The results include the identification of connections between state policies and renewable energy development, as well as a discussion placing state policy efforts in context with other factors that influence the...
The success of carbon capture, storage and sequestration as a greenhouse gas mitigation strategy will be, in part, dependent on the regulatory framework used to govern its implementation. Creating a science-based regulatory framework that is designed with enough flexibility to encourage greenhouse gas offset activity, effective means of measuring the costs of taking action to reduce greenhouse gas emissions, and ample protection for human and ecosystem health may prove challenging. For the purposes of this paper we will assume that there is an existing incentive to capture, store and sequester carbon and focus on how to regulate the process. Accounting practices and precursory crediting rules for biological sinks...
This paper presents information relevant to rule-making for geopressuredgeothermal development on state-owned lands. The analysis is focused on those potential social and economic effects of resource development, if any, which may require special attention during the leasing and permitting process. For the most part, many of the expected socioeconomic impacts are not unique to geothermal development, but are already being felt by residents of the fairways because of ongoing developmental activities. The social and economic impacts likely to result from resource development depend upon characteristics specific to the site and surrounding social and economic systems. Specific impacts and their probability, magnitude,...
This report surveys the definitions of reserve services used in several countries and regions of Europe and the United States that have implemented competitive electricity markets. It also compares the technical specifications of these services. The systems considered are Great Britain, PJM, California, Spain, The Netherlands, Germany, France, Belgium as well as UCTE as a whole.

The purpose of the pilot project is to trial different methods and vendors of wind power forecasting to determine the best approach to forecasting wind power in Alberta in the future. Three vendors were chosen with global forecasting experience; AWS Truewind (New York), energy & meteo systems (Germany), and WEPROG (Denmark). Each vendor will forecast for 12 geographically dispersed wind power facilities for a year (May 07 to May 08) providing a forecast covering the next 48 hours refreshed hourly. ORTECH Power was chosen to perform the quantitative analysis of the results analyzing methods, timeframes and geographical locations. Phoenix Engineering was chosen to collect all the necessary meteorological data required...
