Consumptive use (CU) of water is an important factor for determining water availability and groundwater storage. Many regional stakeholders and water-supply managers in the Upper Rio Grande Basin have indicated CU is of primary concern in their water-management strategies, yet CU data is sparse for this area. Alluvial basin boundaries in the Upper Rio Grande Basin (URGB) were a needed dataset for the groundwater component of the URGB Focus Area Study (FAS). A literature and data search revealed not all of the alluvial fill basins existed in a digital format that could be imported and used in a Geographic Information System (GIS). Available resources such as georeferenced report figures, digital elevation models (DEMs), principal aquifer dataset, surficial geology, and structural features, such as faults, were used to aid in defining the alluvial basin boundaries. This data release supports the study by Sexstone and others (2020) and contains simulation output from SnowModel (Liston and Elder, 2006), a well-validated process-based snow modeling system. Simulations are for water years 1984 through 2017 (October 1, 1983 through September 30, 2017) across a 11,200 square kilometer model domain in the San Juan Mountains of southwestern Colorado, United States that encompasses the Rio Grande Basin headwaters (HUC8 13010001). This data release contains input and output data from hydrologic simulations of naturalized or near-native streamflow conditions in the Upper Rio Grande Basin (URGB) in Colorado, New Mexico, Texas, and northern Mexico by using the Precipitation-Runoff Modeling System (PRMS). Understanding how changing climatic conditions affect streamflow volume and timing is critical for effective water management. In the Rio Grande Basin of the southwest U.S., decreasing snowpack, increasing minimum temperatures, and decreasing streamflow have been observed in recent decades, but the effects of hydroclimatic changes on baseflow, or groundwater discharge to streams, have not been investigated. Evaluation of historical water use in the Upper Rio Grande Basin (URGB) using Landsat-derived actual evapotranspiration (ETa) from 1986 to 2015 is presented here as a first of its kind study applying satellite observations for quantifying long term, basin-wide crop consumptive use at a large basin. The rich archive of Landsat imagery combined with the Operational Simplified Surface Energy Balance (SSEBop) model was used to estimate and map ETa across the basin and over irrigated fields for historical characterization of water use dynamics. The Omnibus Public Land Management Act of 2009 (Public Law 111-11) was passed into law on March 30, 2009.
