Saeltzer Dam was removed from Clear Creek in October 2000 to restore ten miles of upstream habitat access to spring run chinook salmon and steelhead trout. Since the dam removal, an estimated 50,000 cubic yards of sediment has eroded from the banks and channel at the former dam site. Some of the eroded sediment has been deposited downstream on Renshaw’s Riffle, a stretch formerly known for its spawning habitat, aggrading the bed up to 2.5 ft. To evaluate characteristics of the sediment deposition, we performed roughly 60 pebble counts and created a facies map for a 1.43 mi stretch downstream of the former dam site. Elk within the Clarks Fork herd migrate though some of the most rugged and remote terrain in the lower 48 states. The herd, which numbers around 3,000, winters in the Sunlight Basin and the Absaroka foothills just west of Cody, WY. Winter ranges are a mix of sagebrush hills and lodgepole pine forests, within expansive private ranchlands. During migration, animals travel an average one-way distance of 33 miles, with some animals migrating as far as 67 miles. Spring migrations off of winter range head west towards Yellowstone National Park, up several drainages that flow out of the Absaroka Mountains, including the Clarks Fork of the Yellowstone, Crandall Creek, and smaller creeks to the south. The Cody elk herd migrates across rugged country on the eastern side of the Absaroka Mountains near Cody, WY. This large herd of 6,000-7,000 animals winters in foothill habitat to the south and west of Cody. There are three core winter areas, namely the valleys formed by the North and South Fork of the Shoshone River and the headwaters of the Greybull River north to Meeteetse creek. In spring, the elk that winter along the North Fork of the Shoshone generally follow the river west towards the park, some of them branching up Eagle Creek and other tributaries. In October 2000, Secretary of the Interior Bruce Babbitt and California Secretary of Resources Mary Nichols joined in a symbolic ceremony to begin the removal of the 90-year old Saeltzer Dam on Clear Creek in northwestern California, a long-known barrier to fish migration. The removal of Saeltzer Dam was intended to benefit populations of federally listed spring-run chinook salmon and steelhead trout by providing access to approximately 10 miles of upstream habitat. The 1993 Yukon Land Claims Treaty presumes new types of cooperative arrangements between First Nation, Territorial, and Federal governments to address pervasive problems of aboriginal inequity. The explicit focus is the development of First Nation sovereignty, authority, and economic self-sufficiency within Canadian federalism. These arrangements have developed in a few situations but the overall pattern is towards diminished intergovernmental cooperation, undermining the extent to which treaties are actually achieving the presumed intentions.
