When a species is proposed for listing as endangered or threatened under the Endangered Species Act, the U.S. Fish and Wildlife Service must consider whether there are areas of habitat believed to be essential the species’ conservation. Those areas may be proposed for designation as “critical habitat.” Critical habitat is a term defined and used in the Act. To create a wall-to-wall surface of landscape permeability we used the software CIRCUITSCAPE (McRae and Shah 2009), an innovative program that models species and population movements as if they were electric current flowing through a landscape of variable resistance. Circuit modeling is conceptually aligned with the concept of landscape permeability because it recognizes that movement through a landscape is affected by a variety of impediments, and it quantifies the degree and the directional outcomes of the compounding effects. This dataset depicts staffed visitor stations within the Pacific Southwest Region of the U.S. Fish and Wildlife Service. Staffed visitor stations may be refuge offices that are open to the public during specified hours, or may be dedicated visitor centers. This dataset does not include kiosks or other areas which contain information for visitors but are not staffed. The locations of these stations are based on the USFWS Corporate Master Table, with additional editing and updates based on the input of field and visitor services staff.
