The Florida Fish and Wildlife Conservation Commission (FWC) has been heavily involved in contributing to and shaping the three LCC’s that include Florida, with special emphasis on the Peninsular Florida Landscape Conservation Cooperative (PFLCC), which falls entirely within the state of Florida. Substantial resources from multiple partners will be required to establish and maintain the PFLCC. FWC will partner with the Service and through this Cooperative Agreement will work in collaboration with the Service to assume roles and responsibilities of the Science Coordinator and Communication Coordinator for the PFLCC.These products represent the cooperative agreement and award letters for the ongoing support for the...
During 2015, Dr. Michael Flaxman will provide support for linking a number of projects with the Peninsular Florida landscape Conservation Cooperatives (PFLCC) tools.

Refinement of Gopher Tortoise Habitat Identification and Related Land Cover Data. The benefits of this project include: 1) much improved gopher tortoise remote habitat identification that could have a strong influence on potential listing status (with the likelihood that significantly more habitat may be identified); 2) better statewide land cover data regarding scrubby flatwoods and potentially refined mesic flatwoods and dry prairie classifications; and 3) potential spin off benefits regarding better habitat identification for related species such as gopher frogs and other xeric adapted species that might be found in on drier flatwoods and dry prairie sites. This raster represents shows a prioritization of a refined...

Climate change has become a serious threat across the U.S. and nowhere in the U.S. is this more evident than in the potential impacts to the species inhabiting the low-lying Florida Keys. Over 30 threatened, endangered, candidate and at-risk species occur in the Florida Keys. Developing and implementing adaptation strategies is a critical part of planning for the survival of these unique species. A systematic and programmatic look at the threats, species and their habitats in the Florida Keys will leverage existing resources. This project will use a stakeholder-based process to identify and target alternative actions where changes to, or additional guidance may improve our ability to address climate change in our...

In 2006, the Century Commission for a Sustainable Florida called for an identification of those lands and waters in the state that are critical to the conservation of Florida’s natural resources. In response, the Florida Natural Areas Inventory, University of Florida GeoPlan Center, and Florida Fish & Wildlife Conservation Commission collaborated to produce CLIP - the Critical Lands and Waters Identification Project. CLIP is a GIS database of statewide conservation priorities for a broad range of natural resources, including biodiversity, landscape function, surface water, groundwater, and marine resources. CLIP is now being used to inform planning decisions by the Peninsular Florida Landscape Conservation Cooperative,...

UF CLIP updates will include: Sea Level Rise and Coastal-Inland Connectivity; overlay analysis comparing sea level rise scenarios with all CLIP data layers to provide a basic assessment of the potential impacts. Water Restoration modeling, Storm Protection including a separate Ecosystem Services Resource Category. 1) more refined classification of coastal natural communities or other land cover types that are most important or valuable for providing storm protection; 2) more consistent and up-to-date data identifying areas at high risk of coastal storm surge or other related water damage from storms; 3) refinement of criteria for identification of areas with larger human populations most threatened by storm surge...

Develop a customized, simple interactive viewer for PFLCC’s conservation data.Collaborate closely with PFLCC staff to determine scope and priorities for futureimprovements to the viewer.Assist PFLCC staff in piloting use of Data Basin to support data sharing andcollaboration within the system.
The PFLCC has recently completed a set of comprehensive conservation planning scenarios for the state of Florida. This represents the first statewide effort to assess likely alternative futures for conservation considering an array of financial, biological, climatological and urbanistic conditions. These spatially explicit and temporal scenarios simulate both urban growth and climate change and identify the most suitable areas for conservation given the resulting land use pattern. Conservation allocations are based on both fee-title and conservation easements. The conservation priorities and mechanisms expressed in these scenarios are based on a wide set of contributing factors, and simulated conservation is purposefully...

Conservation planning, the process of deciding how to protect, conserve, enhance and(or) minimize loss of natural and cultural resources, is a fundamental process to achieve conservation success in a time of rapid environmental change. Conservation targets, the measurable expressions of desired resource conditions, are an important tool in biological planning to achieve effective outcomes. Conservation targets provide a focus for planning, design, conservation action, and collaborative monitoring of environmental trends to guide landscape-scale conservation to improve the quality and quantity of key ecological and cultural resources. It is essential to have an iterative and inclusive method to define conservation...

This project entails creation and refinement of the conservation targets for the terrestrial Priority Resources for the Peninsular Florida Landscape Conservation Cooperative. Potential Conservation Targets were developed through stakeholder Workshops held throughout the State of Florida in 2016/2017. Lists of potential CTs were generated through brainstorming and general discussion and stakeholders ranked the final list for suitability for using as a measure of Priority Resource health.

Priority resources are the set of biological, ecological, and cultural features and ecological processes collaboratively identified as most important or most significant for the focus geography. These resources embody the key components of the Peninsular Florida Landscape Conservation Cooperative (PFLCC) vision, which is a collective vision that reflects the mission, vision, common interests, and values of the focus geography partners. The priority resources are the focus of the PFLCC’s planning, design and implementation of conservation strategies(Benscoter et al. 2015). In Spring 2015, PFLCC’s Steering committee unanimously voted to adopt the SWAP ( the Florida State Wildlife Action Plan) habitats as the basis...

This project utilizes projected visualization of land cover conditions for the state of Florida at three future time periods. Simulated projected future conditions also vary by patterns in development, levels and types of conservation, and sea level rise. These visualized scenarios afford the opportunity to examine a range of possible outcomes for land use and land cover, and use these scenarios to evaluate the impacts on potential habitat distributions for focal species. For this project, focal species were centered within the Florida Panther National Wildlife Refuge and impacts. The methodology for this project includes four major steps, which have been found to be effective in previous scenario analyses with...
